sms text messaging, in theory, can go around the world. it all depends on your network's ability and if your service plan allows international SMS. and it's pretty reliable since messages can bounce around the network if required until a user comes back into service zone.
as far as people having it..it's been built into pretty much every digital cell phone in some form for the last 6 years.

It works, I've tried it but not all networks are compatible with the service.
