In 1 word, no. All land is claimed by at least 1 country. However, if you could some how establish a government out in the middle of the sea by putting some floating island, be my guest.

It is all claimed on Earth except for under the sea and some of that is claimed as well.

antartica has been claimed also...australia the u.s. argentina etc have laid claims to parts of it...there is no usefull land left...
