when you click on start, it opens two columns of programs (and more if you click on all programs, but don't). The column on your right has run on its bottoms line. Click it, and enter your search, like msconfig, services msc, etc...

On start menu, if not working>>>>
Right click on ur TASKBAR then go to PROPERTIES click on START MENU tab, then go to CUSTOMIZE then click on the ADVANCE tab and make sure ur run command is checked

if not working>>>Search for "run.exe". I think it would be in directory below
C:\Windows\System32\run.exe
copy the full directory

then open WindowsConsole(DOS prompt) and do opertaions given below:

1)cd\
2)copy the full directory and press enter

Click your START button in the right hand corner of your desktop. RUN should be listed there.
