Girl, if you have dark skin, this is just the facts of life. Our skin is not use the the American climate and is constant changes. You legs will always look like someone kick chalk dust all over them. You may want to try 100% coconut oil, which you can find in the Caribbean store (also great for cooking). Use moisturisers everyday until the weather warms up. It has nothing to do with the sun, but your roots.
Take care.

The sun definitely causes a lot of skin damage and premature aging of the skin. Sounds like you have very dry skin, though, and maybe the sun is not the only culprit. You could have eczema or psoriasis. Maybe you should see a dermatologist to make sure it's just dry skin. I found shea butter to be very helpful for softening dry, scaly skin. You can buy it in the drug store. I use Palmers, and it's very good.

1. Use lotion to moisturize.
2. Stay out of the sun without sun block.
Best of luck.

Exfoliate using a body scrub and then moisturize and use sunscreen.
For legs, when you shave them, you are exfoliating as well.
