If at all possible, go see a doctor, but if for some reason (like if you don't have health insurance) look in your local phone book to see if there are any programs through your county (federally funded programs do exist, but you have to be proactive and call them - They wont call you... I know this from first hand experience. In California there is a program called "every woman counts"). Don't be afraid. It might be nothing more that a few whiteheads cause by sweat produced bacteria, and no body's breasts are perfect (really) but you have a responsibility to yourself to ensure your own health as best as you can. It will be a relief to know for sure and with accurate information you will know how to best deal with it. Best wishes and good luck.

If the white bumps look like pimples but are painless and just seem to sit there, it's most likely milia. They are a result of dead skin cells building up under the first layer of skin. You can help slough them off by doing an exfoliation, or just washing the area carefully and they'll disappear over time.

I hate to break it to you but whoever this guy was-- he was describing breasts that were nice to HIM but don't seem to exist. Even smaller busted women, who still have a decent amount of breasts, can still slightly sag. It's gravity-- what are we supposed to do about it? He may have been referring to breasts which were medium-sized (a small C cup or a big B cup), were really perky, probably had the nipples sticking straight up, and looked like they were bolted on, but not fake either. See what I'm talking about here? You can't use one guy's description to ask everyone about! "Pretty breasts"? How about guys just like our breasts the way they are?

has the dark patch always been there? the white bumps are likely from the elastic of your bra or sweating under same and basically are pimples. the dark spot, might not be anything but it doesnt hurt to talk to a doctor.

The small white bumps can be a rash. I suggest you see your doctor soon.
