You need a program that can decrypt the encryption method used in the message.
Decryption programs (if you can find any) are specific to a certain encryption program. In other words, there's no 'skeleton key' decryption programs out there.
Unless the encryption method used in the message is a poor one, then the odds of finding a decryption program is nil.

The whole point of sending encrypted messages is to prevent people like you from intercepting and decyphering them, so I doubt you'll have much success.

Most encryption codes nowadays require a complex "key" code in order to retrieve the message. Without the key, and knowlege of how to apply it, you're dead in the water.

Look for common letters or words in a numerical order to spell out words...Example...Every third letter in every third word or every third word in a sentence...
