Penguins are birds which cannot fly.The reason for this is how they evolved,and to find out how they evolved scientists need to study fossils.Penguin fossils are very rare.Only a few has been found.The oldest is a species called waimanu,which was found in New Zealand,and is 65 million years old.Scientists say that these ancient birds were already sea going at that time,which means that penguins were always flightless and aquatic.The reason might be because of their habitat.In cold regions food is more easily found in the water,thats why they developed short wings developed for swimming and diving only,not for flight.

Nope!...Long ago the ancestor's of penguins were birds that could fly. However, they evolved to become superb divers, and in the process lost the power of flight. A flying bird has to minimise its weight.

Flightless birds like the ostrich generally lose their flight muscles and their furcula or wishbone, which is where some of the flight muscles are attached. Penguins, OTOH, retain their wishbone and flight muscles because they fly underwater. They often fly directly from the water onto land as well.
