My toliet makes a constant hissing noise, and if by chance it's not hissing I can hear a trikle. I've "jiggled the handle".... no luck. Any suggestions?

Take off the lid on top of the tank. Look to see if the water level in there is up so high that it is constantly overflowing down into the bowl. If it is you can hold the rod on the float and push down the end of it near the float. That will bend the rod so that the float shuts the water off at a lower level and it will not constantly overflow.

That is the most common reason. Other possibilities if the tank is old is that there is a leak in the float and it is not floating at the surface or because the shut off for the drain (flapper) is dried up rubber and is not doing a good shut off job. For either of those shut off the valve at the base of the toilet, take out the defective part, and bring it into Lowers or Home Depot to get a replacement for a few bucks.

The problem with mine is the flapper valve at the bottom of the tank, it is not seating fully.This causes the water to keep draining keeping the inlet open. this is the hissing or water still running

The hissing is water leaking somewhere in the cistern. You need to call in a plumber as it will only get worse.

the little flapper valve is not sealing agains the bottom of the toilet tank for some reason, and water is flowing....either the flapper is torn or displaces, the chain is bundled up, or something.

Open the tank, see (hear) if the water is running, you might have a leaking ballcock valve.
