I am assuming that you want to play content from your laptop on to your TV. To do this you must buy a cord from your local computer shop that will connect your laptop to your TV. This means however that when ever you want to watch content on your TV from your laptop, your laptop must always be plugged in to the TV.
However if you have a DVD burning capable drive it is possible to burn DVDs with the content that you wish to watch to do this however you need certain software, because you have not specified what model of laptop you own it is hard to say what software but if you go to your local computer shop and quote what kind of laptop and operating system you have they will help you.

A TV/capture card won't work because those devices only accept INPUT.
If your laptop doesn't have an S-Video out jack, then you have to buy a VGA to NTSC converter.
Your laptop should have a VGA output jack to connect an external monitor. The converter box uses that to convert your computer output to S-Video or composite video.
The link below has an example of one of those converters.

Some laptops come with an s video out port that would plug into the back of the tv. You need to have/buy the s-video cord to connect it.
Here's a link of the cord and port
