I want someone cheap but good at working. I cant afford 600 bucks, but I'd like someone fairly professional at graphics.

A simple web search will bring up a huge number of web designers, and most are good, as they are doing this for a living.
Now, the real question is, what is it you are looking for?
someone to do work for you free?
someone to teach you how?
someone to work for?
You need to better define what it is you are asking for.
