get a tan body suit then paint black spots or even sew felt spots on it. make a tail by just cutting a length of fake fur and folding it (fur sides together), sew up the sides and ONE bottom and then turn it right side out, either just use a safety pin or sew on some ribbon so it can go on the body suit. Then get a cheapy headband and hand sew some fakefur onto it, then cut out some cheetah shape ears and sew those onto the head band. then do the make up.

Does it have to be a cheetah? Could it be a jaguar, a leopard or a tiger?
Go to your local Goodwill, Salvation Army or similar type store. Your sure to find all kinds of cat print clothing. See what's available in the size you need and choose your cat based on what you find.
Add some ears, whiskers, a tail and claws.
Ears you can either buy or make. Use a headband to hold your homemade ears in place. You can use construction paper and a magic marker or use some excess fabric from what you buy at the thrift store with wire or cardboard for form.
Draw on the whiskers with an eyebrow pencil.
The tail can be either bought or made. It can be as simple as a scarf pinned in place or as complex as something you sew and stuff.
For claws, how about black fingernail polish (easy to find this time of year) or scary Halloween nails (fairly cheap)?
Have fun! Try to make the costume easy on yourself, but fun for your child.

Hmm. How about a compromise? Black leotard, tights, and ballet slippers or socks; leopard-print gloves, ears, and pin-on tail; and kitty makeup would make a very cute costume, and the leotard, tights and slippers can be used afterward for dance lessons or exercise.
A whole cheetah costume would probably have to be purchased or sewn from leopard-print fabric and I think that would be too expensive for a one-time-only costume.

use gold eyeshadow&black liquid liner and make a cat eye look. & use mascara that gives volume and length. Use peach pink blush and a nude lip gloss or lipstick. use a golden highligher on your cheekbones&nose& chin
