I think there're two major reasons for keeping lights on at night:
1. For security reasons to conform to, I presume, the 'must' as stated in the national/international law since there might be possible for helicopters or light airplanes or jumbo-jet airplanes, etc. to pass by, so that they're required to keep their altitudes at the right height for the sake of everyone's safety in the said carriers or those working or sleeping down below,
Moreover, if there's any uncontrollable flight, the pilot can steer his plane/helicopter to touch down on some open fields rather than the tall buildings with lots of innocent people below.
2. I saw there're night shifts for workers at night during my visits in Australia in 2002-2003, so the lights on may imply some workers in the buildings are at work. those who need to pass by or go into any of the buildings must take great care, that is, SAFETY FIRST, as a dangerous zone so they simply don't want unrelated people to walk around, they're not for sight-seeing.

Some business' run 18 to 24 hours a day. I worked several companies that had 3 shifts.
Especially banking and finance. They stay up and in contact with people around the planet. It is always working hours somewhere, and stock markets are trading all the time.

I think that skyscrapers keep them on partly for aesthetic purposes (there's something flashy about a lit skyline) and partly because the cleaning crews work at night, so they must have the lights on in order to mop up and whatnot.

Because ppl work at all hours and drive at all hours. There's ALWAYS at least one person outside driving sometime throughout the night. Headlights are not enough. Also, no lights would give criminals more incentive to rob a store. The police wouldn't be able to see them.

Somebody forgot to turn them off. Or for security reasons (cameras work better in lighted conditions)

so they dont get robbed, DUH!
if they left the lights OFF then there'd be no need for cameras to track down thieves.
because the lights are ON the cameras have a clearer view of who's in the building.

They have to keep the lights on so that all the illegal aliens can see where the trash pails are and see where to vacuum. Plus they need to see if someone left something valuable on their desk so they can steal it.
