IMy Answer, You simply Don't.
t must be a trick question, definitely a non practical question. How can paper, if turned into a screwdriver be strong enough to apply sufficient torque on a screw? Don't buy a paper screwdriver, or you'll get screwed.

If the piece of paper is a rectangle, fold over one corner to the side in order to form a square. Cut off excess amount.
leave paper folded, bring one of the long corners up to the longest side, do the same with the other long corner. Tuck in one flap from shortest corner. This will form a paper cup.
Add orange juice and vodka.
A screwdriver, out of paper.
Now throw it away, because drinking is bad for you.

You fold it 3 times and put super glue between the layers of paper when it is dry use it to tighten the loose screw in your head

If you are trying to make a srewdriver for electronics repair use a sliver of plastic off or a bread bag tab.I don't know about a paper one.

12 ounce glass of OrangeJuice and a shot of Vodka. Never used paper.
