what kind of fabric, materials, etc do i need? and how do i make it?

the best and cheapest thin to do is make it out of felt. Go to your local fabric storre to get whatever color you want. For best results, you probobly want to make a circle skirt. This is very simple. You basically draw out a giant circle on the felt, and in the middle make a hole big enough to fit on your waist. Make sure the skirt will be long enough before cutting it out. The cut out a strip of the felt to sew to the inside hole as a sort of belt. Decorate with a poodle and enjoy! I am a bid sewer, and I assure you that this is one of the easiest skirts to make. If you need help, just ask you local fabric shop.

I haven't had one but I was one of those people for hallaween with the poodle skirt :P

Kill a black poodle, skin it, sew it into a skirt.
