Technically, the act of using Limewire or any other file sharing system perfectly legal. However, the act of sharing copyrighted music is what the authorities will prosecute for. Moreover, the act of downloading music which is being shared by other users too is ILLEGAL.

However, the authorities will prosecute those who are sharing a "significant amount of music" (i.e the host) - like drugs they will normally go after the DEALERS not the USERS. Downloading any copyrighted song that you do not pay a royalty fee on is illegal and it s stealing, unless the artist and the record company have given his/her permission to do so.
