"Capital" denotes some type of governmental structure. The NHL has offices in NY and Toronto, so they would get that designation. But, the "hottest" hockey city in North America today is Pittsburgh. Check out the attendance, TV ratings, etc., not to mention the most exciting team on any slab of artificial ice. We in North America shouldn't be too quick to ignore some of the great hockey cities around the world. I'm certain that Moscow, Prague, Stockholm and Helsinki should all be considered as candidates for that title worldwide, especially considering the NHL is opening next season in two of those cities.
