if your scrotum contracts in it's normal effort to keep the testicle temperature at the optimum level to maximize sperm production, it might get a little carried away and cause your testicles to ride up inside the area above or beside where your penis protrudes. If you gently bring yoru testicles up with your hand you wil find they do seem to naturally fit up there so it;s nothing to worry about unless there's pain or swelling.

Pressure can do that. If I push on them gently in the right direction, like when checking/examining them, they will go painlessly up out of the scrotum region above my penis; but if I push above them they will move back down. So if you can get them to move back to where they are supposed to be, I wouldn't worry about it, but have a doctor check it if they stay there.
(I'm 20 btw)

Mine have done that basically all my life and I often wondered why. But it didn't slow me down none so I quit worrying about it.
I'm 48 now and they hang down more now. But I have gone thru many changes spiritually, physically, emotionally, mentally thru thoughs years. Everything we go thru seems to effect us in some way. Less worry I would say would help most. Relax and take it easy make sure your priorities are in the right place.
