C) If you've ever done your own plumbing, you'll notice a little valve under the sink that turns the water on and off. Just twist the knob and voila, no water! It's a miracle! I'd turn that off, then use the screwdriver on the sick ****'s gonads.

You originally stated the tool was a high powered screwdriver. I would put it next to my neck, and start loosening the screws holding the gasket around my throat.
Lots of holes in your scenario, though.

well i would drop the screw driver next to me and unplug my nose. then i would begin to swallow the water. and then i would drill little holes around the hole my head is in and free my head!

I would twist the knob onthe water line to turn it off. There is a valve under there you know.
