What would you like to do with this website? If you just want to post some information about yourself, you can try pages.google.com. If you want to keep an online diary, you can use a free service like Blogger (blogger.com).

If you want a website for a business, that is a lot more complicated.

Well there's no short answer to this question but i will try to make it as short as i can.

Firstly, you need to at least learn HTML programming language. Using this language you can create very simple web pages which people can't interact more but at least view the content. Now it depends what's website about.

Then you need to look on the internet to register a domain name for example www.yoursitename.com and hosting to store the files.
The best website i found to give you a free domain name with hosting is http://www.internetrunner.com. Once you have your domain name and hosting, you can upload your website which can be viewed by anyone in the whole world.

For example, take a look at my personal website: http://www.sentosajaipur.com, i have used about 6 different programming languages to create this website that include:
XHTML
JAVASCRIPT
AJAX
CSS
PHP
MYSQL

XHTML is basically similar to HTML but with some strict rules to make sure that you follow some standard.

Javascript basically makes the website more fancy and user interactive for example when on my website if you click on feedback link, the feedback form is displayed dynamically. That's javascript.

AJAX is used to communicate with the server without refreshing the page, for example if you leave a feedback and click on submit button on my website, you feedback is submitted to me without refreshing the webpage which makes the website more userfriendly and people don't have to wait until the feedback is submitted.

Mysql is used to store the information like user registration or feedback etc.

CSS is used to style the webpage.

PHP is a server side script that helps getting the data from the user and saving it in the MySQL database.
