If the tree was started by a seed and not grafted chances are it will not produce. Does it get blossoms. If so don't spray with bug spray or the bees won't pollinate it.

More info is needed. Fruit trees often do not produce good crops till they are about 5 years old. They also must be in full sun. My first lemon tree produced only a couple of lemons for the first 3-4 years I had it. Then, in 2003, it had a bumper crop where I had to give some of it away.
