It would mean that in yuor opinion his frame of reference is close to that of what you perceive to be the archetypal bureaucrat. It would imply that there is such a thing as "the" bureaucratic personality "of our times" -- that is, that there exists an archetype that most, or at least many, bureaucrats substantially conform to, and that this archetype is perhaps only applicable to the current, turn-of-the-millennium, time and not to bureaucrats of other times, recent (e.g. during the days before universal television watching) or longer ago (e.g. those running the Byzantine Empire in the 1100s).
