http://vmk.com is an excellent children's site. It is put on by Disney itself (Virtual Magic Kingdom) and has the most strict censoring system I have ever seen (they have a list of words you CAN say instead of what you CANNOT) . It also shuts off at night so they cannot sneak" play it after bedtime. If you live in Europe that might be a problem...
Also, http://yahooligans.com has a ton of great games for kids; there is no chatting on yahooligans.

Saint's Row is a good one. 25 to Life is also pretty good, but it can be kinda difficult. Halo 2 and Halo help build gun-eye coordination.
Look if your kid is 4 I'm surprised they'd even know the difference between a solo and an online game. And honestly no child under 14 should be playing any online games just for the fact that they might give away personal information.
But If you're really willing to let them do it I'd go with the Neopets games, and Toontown. I've never played any of the 2 franchises, but I hear they're pretty popular.

Little kids shouldn't be playing games online, if they can interact with other people. It's dangerous for the kids and annoying for the other people. Just buy them some offline games geared towards children.
