fold your paper in diagonal ways to get triangles, and all you do when you got it where you can't fold it no more is to break your scissors out and cut like triangles or whatever shapes and when you unfold it. voila! you got a paper snowflake

To make a six-sided snowflake you need to fold your paper in six sections (first in half, then in thirds -- you can get the thirds precisely 60 degrees by using a protractor).
With the paper folded in sixths you will have a wedge or piece of pie shape in front of you. The non-folded edge will be uneven, and you can cut it even before continuing.
Next you need to make symmetric cuts into both folded sides that stop short of cutting accross the entire width. Keep your cuts symmetric, or the same on each side. You might want to start with angled cut - cutting out triangle shapes. If your paper is thin enough, you can fold into 12 sections so that you can cut without concern for symmetry.
You also want to decorate the outer edge by cutting into the shape from the top.
After cutting carefully open your snowflake.
