On average, they run true to size - however, the fit is completely different from one brand to the next.

Because they're made of very solid stuff, and because they cover more than just your foot (ankle, calf), what fits one size 8 foot may not fit another size 8.

You really need to try before you buy.

If you can't, then absolutely make sure you purchase a boot with the neoprene inner bootie - these can be a little off in acutal size, but still feel relatively comfortable.

Like "ducatisti" said, they vary between manufactures. If you plan on buying them from a catalog, go to a store that sells them. Try some on until you find the size that fits.
