To have more than one anti virus program running at the same time is a big NO NO...They will conflict & cause huge problems.

It does not make the outlook express stop working . AVG and Norton
will scan for virus on all emails downloaded to Outlook Express to
ensure no virus are passed onto your desktop or laptop.
It looks like you get tons of email daily and with attachments or you
do not daily open your mail in outlook express .
Too many mails in mailbox will slowdown AVG/Norton and even
will result tin time out.
To resolve this pls do daily opening of your mails via Outlook
Express and u will see you outlook express is on.
If ithis fails shut down AVG email scanning option and leave the
scanning of mails to Norton . Two anti virus scanning on the same mails takes longer time.

You cant be running two antivirus softwares at the same time. What is probably happening is your incoming and outgoing mail is being checked by both programs and it slows your computer and outlook express to a crawl. Pick one anti virus software and get rid of the other one.
Personally I don't care for Norton or AVG, if you want a free one I would go with Avast, but in any event, you can only run one at a time.

First AVG is made by Grisoft, not Norton.
You can 't install an anti-virus over another one because one program is scheduled to scan you emails and if you have two!, which one will....none! That is probably why your Outlook doesn't work; uninstall one of the antivirus.

You will probably find that it is your firewall that is blocking outlook express. open your firewall and set it to allow outlook to
access the internet.
Why do you want to use Norton and AVG if you have them running at the same time Norton could conflict with avg. I dont use Norton at all

The reason that it makes it stop working is so they dont have to compete with these other software companies. The main reason therefore is money! because if they eliminate Outlook Express they dont have to worry about their customers going to some one else, go figure.

It has deemed Outlook Express a "threat" and blocked its access to the internet.
Go to setting / preferrences in your firewall and allow Outlook full access to the internet.
