Bluto, the fat guy, was first...he was in the old black&white cartoons. Brutus, the barrel chested, burly guy, came later on in another-made for TV- cartoon series.

The best reference is the reprints of the old Popeye newspaper strips, "Thible Theatre"; it was called. There's a good book, All in Color For a Dime that has a sizable secton on Popeye, and it discusses his origin, etc. Toonopedia also has a good article on Popeye.
To answer your question, Bluto kind of morphed into Brutus over time, as they were adapting the characters from the newspaper strips (and films) to tv. And they did draw Bluto as kind of overly-large.

Bluto and Brutus are the same person. Personally, I don't know why they gave Eddie Segar's character a different name.

Wimpy was the burger eater--"I would gladly pay you Tuesday for a hamburger today." And remember the one that started out in real life with big guys bullying a little kid, and Popeye jumps out of a comic book and shows the kid how in the cartoons it was spinach that made him strong, and the kid eats spinach and beats up the bullies?? Oh, and the really old Popeyes used "The Sailor's Hornpipe" for a theme song...oh, dear, now you've really gotten me started...thanks for the trip down memory lane!!!

Wow... this takes me WAY back when I was a kid.
I liked those old Max Fleischer cartoons.
