Simple answer, they dug it and built a canal.
More complex nutshell... there was an interest in creating a shortcut for shipping things between the Pacific and Atlantic oceans, versus going around South America all the time. The French started it, and the Americans finished it. They picked the most narrow piece of land, and started digging.
