It is genetic, absence or presence of melanin

It's probably caused by transposons- genes that can move around in the DNA. If the transposon moves into the pigment gene for one eye, and disrupts the gene, the eye pigment will not be produced, so the eye will be blue. If the other eye is brown, you have someone with two different colored eyes.

Its called Heterochromia iridium. Its caused when an individual has different amounts of melanin in each of their irises. It is thought to result from an alteration to one of the genes that controls eye color.
