I think you are referring to the Westminster chime. It is the tune that Big Ben in England chimes (and always has) every hour. Not all clocks use the Westminster chime, but a lot of them do. I think it is popular because it is a pleasant tune, and a lot of people like it.

In fact all clocks do not chime the same tune, I have four chiming clocks at home and they are all different. The most popular tune is known as "Westminster Chime" and this is the tune that was invented for the chiming of Big Ben in London.

where i am clocks have different chimes, and not only chimes but MP3 tunes as well!!
