In most cases there is one floor to one story, however there are examples where a full story can actually have a mechanical space halfway between the story above and the story below but the building is still whatever number of stories by counting the main stories. A story and a floor are essentially the same thing in counting the number in a multi-story/floor building.

There is one floor per story.
In some places (England, for one) the first floor is called the ground floor and the second floor is called the first floor. But there is only one floor to each story.
