I'm surprised no one has mentioned The Kinks! Along with The Who and The Small faces they were the original mods!
The kinks' back catalogue speaks for itself!

This is wierd as most of the answers refer to two-tone rather than ska, with the exception to revivalist mod enthusiasts who favour Paul Weller in his days of the Jam. Get it right and learn some musical history. The best ska band was Prince Buster and the Allstars and the best mod band was the Who.
I think you would find that both Suggs and Paul Weller would agree with me.

Musically I reckon the Beat were the best. All the right combinations, with plenty of Sax. Music to dance to (Mirror in the Bathroom) and music that means something (Stand Down Margaret). Many other worthwhile contenders, but they were my personal faves (and I was lucky enough 2c them at the old Top Rank Suite in Brum b4 it closed. SHEER CLASS!!!).
