Look for a tag inside the backpack. If there isn't one, try a Tide to Go pen on the inside of the pack. If it doesn't ruin the color, try it on the pen mark.

OK, on the bottom or some place that's not very noticeable, try dabbing a little bit of rubbing alcohol, and see if it leaves a stain on the regular fabric. If it is OK, then use a cotton swab and rubbing alcohol, and gently dab at the ink mark until it comes out. If your cotton swab picks up some ink, it's working and keep at it. If not, you'd better try another answer.
If the alcohol leaves a stain, though, I don't know. Does the back pack come with washing instructions? I don't think it will come out unless it was like a Crayola washable marker or something.
You can try putting a patch over the top of it, or pin a badge there, or add more ink marks for a decorative effect.

Yes you can, but you may want to try a spot remover first.
