It's the Festival of Holi, also known as the Festival of Colors, an India celebration that ushers in the season of spring.

ohhh... I cant think of the name of it... but I know it takes place in India.... a co-workers daughter was there for a semester and did a presentation about her time there. It took quite a while for the colors to fade :)
