it is most certainly abuse. it's up to you to report it, especially if he is often in contact with young children. the only potential problem i see is that there is a time limit on reporting (which they should change). but it was abuse and i would report it - grandad or not, he was wrong.

did he actually kiss u or did he just tell u?
if he kissed u then it is abuse and u should tell your parents or the police. but if u dont want to tell anyone or get your grandad in trouble u should talk to him.

That is definitely wrong and abusive. He took advantage of you. Be careful around him.
