i've been married for 16 years and have 2 kids - i love them - my wfie and i do not have sex. i have a very high sex drive - she doesnt and i never would pressure her to have sex with me. i have always fancied her sister. she has been married and is in another rocky marriage. i want to sleep with her - do i tell her i fancy her and risk everything?

There is nothing wrong with fancying someone. We all fancy someone or the other outside of marriage and that is fine! But then, to go ahead and do something about it and then ruin families is a wholly different ball game altogether !
The reason we fancy other women is the "forbidden fruit" theory. Once you have the fruit, (i.e the sister in this case), it will no longer be as interesting in say, 3months time. So, it is worth ruining 16yrs of marriage for some days of fun!? You do the math !
..and if you still go ahead, we know where the saying - men think with their d&@$s - comes from !

Rule number 1: NEVER, EVER SLEEP WITH YOUR WIFE'S SISTER!!! If you love your wife and kids as much as you say, you might want to consider talking to your WIFE about you sex life and getting some counseling. Just be warned that if you do indulge in your fantasy, your wife will NEVER look at you the same way and one of two things will happen. 1. She will divorce you AND take the kids, or 2. She will stay and start cheating on you. Weigh the good with the bad and then make your decision but, just remember everything has a consequence and a price.

Talk to your wife about why she has gone off sex first and see if the 2 of you can come up with some form of compramise. A good relationship should be about two people caring for each other, and helping each other get over this type of problem , sit down with her and try, see whare it goes from there

Its not wrong to fancy her, but you must never tell her or act on it. If your marriage is so bad talk to your wife and try to sort things out, if you cant then it may be time to separate and then you will be free to start a relationship with someone away from the family. If you have any relationship with your sister-in-law it will rip the families apart and your children will suffer.

Trust me, don't go there.
I suggest you come on to your wife, just because your sex drive is greater than hers, it's no excuse to go for her sister.
How would YOU feel if your wife felt that way about your brother (in other words, put yourself in her position). Maybe you haven't got a brother.
Do you really still LOVE your wife?
What about your kids, how would they react?
Keep it in your trousers, and keep your mouth shut.
Why is it that your wife's sister can't hold a relationship together very well? Ever thought of that?

You are asking for trouble if you ask me. I think that is such a horrible thing to do to your wife. Use your hand buy some movies. If you are not happy then just leave the marriage and find another woman who is not related to your wife. Think about this before you act on it.
