The easiest way is to use DVDit from roxio. It is expensive but it lets you easily create complex menus like those on commercial DVDs. Most home software for creating DVDs will let you pick a template for a basic menu and set the text and background colors but they don't let you create a unique or complex menu.
You can use a combination of free tools to make a DVD with a menu but it is difficult to do it this way and I have not found any shareware program which will do all the necessary steps.

You can use Nero 7 to make basic menus. If you want to make more advance menus (e.g. transitions, DVDs with mulitple audio tracks/subtitles) you will need software that's dedicated to DVD authoring only, usually $200 and higher.
