A photo-editing site?

I used to use a photo editing site.. I think it was www.blib.com/animationfactory or something like that..
all the editing was done on the website and I didn't need to download anything.
By editing I mean colouring the backround,adding lettering..
do you know any similar sites?

The other site I mentioned has practically disspreared,which is why I don't use it.

I don't want to resize images... I want to edit them in the way of changing colours and adding lettering.. I don't want to to download anything,I want a website where I do all the editing on it,NOTHING that I have to download.

micro soft do one now called image resizer

its best to use real softwear, try GIMP its a free easy to use programe.
or look on http://www.download.com
