There aren't any hotels in Singapore that are within walking distance of the beach and the city. However, as Singapore is such a small country, it wouldn't take you any longer than an hour to get to town via the efficient public transport system. The hotel that most closely matches your requirements would be the Changi Village Hotel. There are also shuttle buses from the hotel to the city, which would make travelling around more convenient.

Singapore is not known for it's beach resort facilities. And even so, there are no hotels within walking distance to the beaches. There are some near East Coast area like the Century Hotel but you'd still be hiking through the housing estates, 2 highways and a lrge park before you get near sight of the beach.

All hotels have swimming pools by the way.

you got some good suggestions from TK and tomdelong but if you want to experience a real beach, then the better choicewould be Changi.

Staying in cxhangi, you can also take the ferry to Ubin island where you see the last of the Singapore 'kampongs', mountain bike and see some nature and lots of mossie bites, so bring along some repellant.
