I live in the Hollywood Hills and it never freezes here. I just am having trouble deciding if this tree is available in Los Angeles and also if it will survive. Thanks for your help!

I've never seen a Royal Poinciana here in Southern California, not even at the arboretum in Arcadia, although they are supposed to be able to be grown here. I've been supposing they are chill sensitive or something.

Have you called UCLA? They've got a small arboretum and an agricultural extension. The Arboretum in Arcadia should also be helpful to you, to as their Sunset zone is not too different from ours.

Red Bird of Paradise, which is not at all like the Strelitzia that is the flower of our city, is a similar plant to the Caesalpinia of Royal Poinciana. It grows well in heat and cold of the deserts east of here, and has more finely cut leaves. The blooms are smaller, but the flower pannicles are every bit as showy and bright. I think it's a prettier plant myself, and it will likely need less water.

If you are looking for strategic effect, then a kaffirboom or a coral tree will both grow well here, and they have a similar growth habit with large splotches of reddish orange. Kaffirbooms have leaves like that of the (fictional) deku tree in Legend of Zelda Wind Waker. I don't remember what coral tree leaves look like, but the flowers are very pea like, so I imagine something leguminous.
