I was a beginner and I tried fortunecity.com. At first I had some problems with the website editor, but they have pretty good technical support so I got it fixed. The domain name was $8 for the year, plus $4.95 a month for webhosting. You won't find webhosting any cheaper than that, especially because they have their own site builder so you need to know very little html code, if any at all. Here's an example of the site I built using their web hosting.

I am also interested in webdesign. i used Yahoo Geocities for a free site with my already existing Yahoo username. Now, I pay to use StartLogic.
