Does that mean that the PCI slot is too weak to handle hi-speed usb?

I did load the drivers cd. The problem is I have 2.0 slots installed on the motherboard. I installed hi-speed 2.0. But when I hook up my external hard drive, it says that it can go faster I just need to plug into a faster usb. So...Im confused. I did load all the stuff that came with the card.

Did you get a driver CD with the USB card? If you did, make sure the USB 2.0 drivers are installed on Windows. The problem is not with your PCi slots.

There are only two types of PCI slots. The normal PCI slots in all PC's since they first came out and PCIe. PCIe is only for Graphics Cards made for that slot, and only appear in newer computers.

What may be the problem is your Bus speed. Depending on the age of your PC depends on the bus speed. PC's prior to the late 90's had a bus speed of 33 MHz. PC's from the late 90's to the early 2000's had 66 MHz. After the year 2000, bus speeds have been increasing in speed. You will have to look at your PC's documentation to know the bus speed, you can go to PC Pitstop to see if that will give you what your bus speed is.

To your new response:

Did you make sure the USB cord is a 2.0 cord? This is what the external HDD may be indicating. Otherwise, you need to make sure the USB card is firmly seated. Sometimes what seems firmly seated isn't. But, be careful, you don't want to put such pressure that will cause the card or motherboard to break.

These are expansion slots which are inside your pc. You will need to open this up in order to install the card. So long as one is free it will happily work with your card.

You should be aware that new pcs will carry warranties which prohibit you from opening your box during the warranty period unless done so by them.
