I have fifa soccer 06 for ps2 and i want fifa 07 is there any difference which one is better?

not much in gameplay but a lot in manager mode.
a new game mode i.e. create a club is introduced
updated squad with summer transfers season. (ballack, sheva in chelsea)(carrick in Man Utd)
an interview with rooney
season highlights of EPL and Bundesliga
but my personal favourite is manager mode. i have qualified Wycombe from Football league two (fourth division) to F.A. Premier league(first division). believe me manager mode is worth playing.

The two are pretty much the same. exept for a couple things. The graphics are a little better, it has more features, gameplay is enchanced, and more online gaming options. If you just play 06 by yourself or friends and don't do much online gaming then I would just stick with it. Its not worth paying the 40-45 for something that you already have.

simply there is only fifa + number is world cup and it is every 4 years fifa06 no fifa07,fifa08,fifa09,and fifa10 is the next one

There is really no difference. Well, the rosters are updated but other then that, not much.
