Go out and buy "Majestic Chess" for your PC! It's about 10 or 20 bucks. But the neat thing about it is in the adventure mode it trains you how to play one piece at a time. You will be capturing pieces and building your chess set as you progress through the game. It's the most enjoyable way to learn that I've seen and I've seen alot! Other than that, you can find plenty of chess sites online that will give free demos or instructions. Books are hard to follow. If you know a friend who plays, it would be good if you could get them to explain it to you over a board. That's how I learned. I've loved the game ever since and I hope you will too!

The first thing I'd recommend is learning the basics of the game
and the fundementals you should buy a good book and study it
really really well don't play until you master the fundementals
otherwise you get beat and just stumble along.

For this you can't go wrong with either Modern Chess Strategy,
By Edward Lasker, The Complete Chess Player by Rienfeld or
Dan Heismans Everybodys second Chess book very inexpensive around $5-$12

You can use the Internet to sharpen your tactics:

http://chess.emrald.net/

It's free to join you can do as many as you want I recommend 100-200 a day.

I'd also recommend this sight this sight not free but it's excellent
for improving your game:

http://www.improveyourchess.com/

For playing I recommend staying away from Yahoo and Pogo
it's populated with players who cheat like hell and use computer
to win I'd suggest Fics or PlayChess.

If you keep asking people most likely you will find someone who wants to play. The best way to become better at chess is to play against people who are better than you - you won't win many games but you will learn a lot. You can also do online searches for "rules of chess" and "how to play chess" and other such phrases and you will find may sites that will help you. Best of luck with it.
