This statement makes no sense.A feeling can only be 'mutual' or 'not mutual' when it shared (or not shared) with someone else.

Could mean that the person who said this feels that his feelings arent ever the same and sometimes will feel different things about something to what they did the other day.

Also with fancying somebody it could be said that the feeling isnt mutual, so is not the same.

There's a figure of speech, 'the feeling is mutual', people sometimes use to indicate they feel the same toward someone else as that person feels toward them. Usually used when a person hears someone has negative feelings toward them. "So and so doesn't like me? Well, the feeling is mutual..". The person who said to you that their feelings are never mutual was saying they never feel the same toward someone as that person feels toward them.

I guess a case of unrequited love. If the person likes someone they don't like them back and vice versa
