A fairy. Halloween is about spooky or sinister things, and you are being shamefully racist if you think that includes Indians.

Do you have the materials to be either of them?
I'd go for the Indian because there are ALWAYS tons of princesses and stuff like that around...be different!
Check the weather forecast for where you live. If it's going to be cold, windy and rainy, you will have your coat on and then, what does it matter as no one will be able to see your costume anyway.
