It varies by state. If you are one of the parties involved in the conversation, in many states it is legal to tape the call.
If you are not a party to the conversation, I think its pretty much illegal in all states unless you are a government or law enforcement entity. In most cases then you would also require a court order.
If you are practicing 'signals intelligence' against an enemy and you are the federal government or the military, that is legal.

If "saving the world" meant wire-tapping, would it be okay?
I think people who think they can save the world by wire-tapping in the first place, might have to rethink that particular notion, but i can certainly see where it starts to become a bit gray area.
