Technically the razor as well as shaving cream manufacturers recommend shaving with the grain. This is because it's offers less skin irritation though it might also stem from legal implications. In this lawsuit crazy world you can just imagine someone suing over an ingrown hair or trauma due to razor burn so it's a 'better safe than sorry' type of recommendation on their part...and who can blame them!
That being said, you will get a closer shave going against the grain, but to prevent any of the misfortunes as listed above make sure you always use a clean, sharp razor with plenty of shaving cream and try not to go over the same areas that you've already shaved.

If you have no skin problem in the facial area, pulling the skin tight with one hand, and shaving against the grain will give the closest shave. If you are prone to whiteheads, etc., you can shave with the grain and just get the 5 O'Clock shadow a little quicker. Also, a gel shaving cream works better to provide lubrication when shaving. It's more expensive than a cream, but more comfortable and less prone to causing a shaving cut. Multi blade heads on the newer disposable razors help also when you shave against the grain.
Almost forgot! If cost is no object, the new electric razors do wonders. And there is no with or against since they are designed to be used in a circular motion. You get with and against the grain cuts with multiple passes. Unfortunately, replacement cutters and screens can get expensive.

I originally shaved with the grain because it hurt against the grain.
But I never could get a close shave on ny neck where the hairs are more course.
So I bit the bullet and went against the grain.
Hurt for a while.
Now it doesn't hurt at all.
Not sure why. But I get a lot better shave.

I heard a professional barbar (barbar to celebrites) on Vh1 say that men should really shave with the grain because it takes off way too much skin when you shave against it, and irritates the skin more.

there is genuinely no reason to no longer shave 'against the grain' and positively except you %. the hairs up formerly reducing them you will no longer get an extensive shave - via fact of this many modern 'moist' shave razors have assorted blades. electric powered rotary shavers additionally decrease this way as a manner to get rid of as lots hair as achievable for a greater efficient seem and experience.
