The movie is said to be based very loosely on Ed Gein, who committed several gruesome murders between 1954 and 1957. That having been said, many other movies were inspired by Gein's crimes, among them Psycho and the Silence of the Lambs. And one key difference between Gein and Leatherface is that the former shot his victims; no chainsaw in sight.
I would probably guess that claims that a movie is based on a true story should be taken with a grain of salt. Take The Blair Witch Project, purported based on a true story that took place in 1993. For a while before its release, the principals (who all acted under their real names) were listed as "missing, presumed dead." But they are alive and doing VERY well, thanks. :)

Not really - it's very loosly based on the real-life murdered Ed Gein, who killed a couple of women in Wisconsin back in the late 50s and made lampshades with their skin.
"In 1974, the classic thriller by Tobe Hooper, The Texas Chainsaw Massacre, has many Geinian touches, although there is no character that is an exact Eddie Gein model. This movie helped put "Ghastly Gein" back in the spotlight in the mid-1970's.
Years later, Eddie provided inspiration for the character of another serial killer, Buffalo Bill in The Silence of the Lambs. Like Eddie, Buffalo Bill treasured women's skin and wore it like clothing in some insane transvestite ritual."

That story did not actually take place as it shows in the movie. But some of it was taken from actual events that had happened and embedded into the movie.
But here is a link and you can read some of what I mean.

No it was not BASED on a TRUE story it was INSPIRED by a TRUE story. BIGGG difference, it was inspired by a guy who kidnapped and tortured people. After they were still alive he skinned them and decorated his house with their skins. He was VERY messed up. It is on E all the time, I forgot his name. I don't think you will want to read the articles though dude sorry. It is also said that he was a canibal. This is just putting it lightly.
He was VERRY messed up. *coo coo coo coo*
