my friend says he can not vote because he was convicted of a felonony. I think it's an excuse. Is there a way to find out if you are eligible and where?

It all depends on what state he lives in. Not all convicted felons are stripped of the right to vote. Check out Project Vote Smart. It can direct you to the appropriate state voter resources.

Convicted felons are not eligible to vote until they have completed their sentence including parole. After that some states automatically restore voting rights, others allow you to apply to have your rights restored, and some permanently bar voting. Contact you local board of elections for the rules that apply to your friend. He would have to register again in any case.

BTW, you didn't say where you are, so I can't look up the local rules.

I know its according to state law that after so many yrs and each state is different, a convicted felon might be able to get the privelage to vote back.

Nope, hes right, convicted felons lose the right to vote, isn't this a wonderful nation? I'm happy about it :)
