Make sure you know the district you want to run for. Congressional candidates only have to have a 3 month residencey, I believe. So you can see where you want to run, move there (if not already living there) for at least 3 months, then go to the local election board, fill out the paper work and pay your 100 dollar filing fee. BAM - your name is on the ballot.
